Were ISO/IEC TR 10176 guidelines usable for ECMA-262?

The title of ISO/IEC TR 10176 was: Information technology — Guidelines for
the preparation of programming language standards (Fourth edition 2003-04-15)

The ISO/IEC TR had guidelines for terminology in section 4.2.1 common elements in section 4.6.5 and encouraged an annex with example programs in 4.1.1. And a lot more. Were any of its guidelines suitable for ECMA-262?

Are those guidelines free for anyone to access?

yes - 0 CHF when I downloaded. Still 0 CHF today - https://www.iso.org/standard/37765.html?__cf_chl_f_tk=egZG6Fjik_qQta_ZF.4eQ.yLjuEQi2k4c.ZEJKnRzB0-1782921389-1.0.1.1-ovewgAOT26XS5ZCIYCOmyQaafO4qj3OUp_it0Wzg_ew

When I downloaded, an ISO account had to be made and later a license added to the particular document. I didn't put TC39 on the license initially not having thought ahead about this conversation.
